Anyone responsible for overall hazardous materials transportation compliance at any regulated facility, company, or organization.
Plans are required for those who:
- Ship or transport any hazardous materials in quantities that require placards.
- Ship or transport any hazardous materials in bulk packaging equal to or greater than 3,500 gallons.
- Ship or transport small quantities of high hazards such as poison gas, radioactives, explosives; plus microorganisms and toxins regulated by the Centers for Disease Control and Prevention.
