US EPA requires annual training for hazardous waste personnel (40 CFR 262.17(a)(7)). 

US DOT requires hazmat training for employees who affect the safety of hazardous materials (including hazardous waste) in transportation. Re-training is required every 3 years (49 CFR 172.704(c)).
