New Lithium Battery Air Rules Start Friday, 4/1
Changes to the requirements for shipping lithium batteries have come fast and furious in 2016, especially for air shippers. By the end of this week, on April 1, 2016, major changes will take effect for shipping lithium batteries under the International Air Transport Association’s (IATA) 57th Edition Dangerous Good Regulations (DGR).

Hazmat in Researcher’s Suitcase Costs College $56,000
The US Federal Aviation Administration (FAA) has issued a $56,000 civil penalty against a Wisconsin university for hazmat violations after the TSA found “highly flammable” research-grade alcohol and corrosive epoxy resin in a student researcher’s baggage at the airport.

IATA Posts Addendum II to the 57th Edition DGR
In essence, the Addendum II comprises changes to the rules for shipping lithium batteries that will go into effect April 1, including a prohibition on lithium-ion batteries as cargo on passenger aircraft approved by the International Civil Aviation Organization (ICAO) earlier this week.

ICAO Panel Recommends Ban on Lithium Battery Shipments on Passenger Aircraft
The Associated Press reports that on Wednesday, January 27, the International Civil Aviation Organization (ICAO) air navigation commission officially recommended an outright ban on rechargeable lithium batteries transported as cargo on passenger aircraft.

IATA Posts Addendum I to 57th Edition DGR
The 57th edition IATA Dangerous Goods Regulations (DGR) has been in effect for hazmat air shippers since January 1, 2016. On January 16, IATA posted its first Addendum to the 57th edition to revise and clarify the DGR manual. The Addendum includes major changes for lithium battery shippers.

PHMSA Withdraws Flammable Liquids Wetlines Proposal
In the Federal Register today, the US DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) officially withdrew its proposed rulemaking to prohibit flammable liquids in external product piping on DOT specification cargo tank motor vehicles (CTMV) in transportation. When carrying product, the lines or hoses used to load or unload a CTMV are called “wetlines.” If not protected, wetlines may be exposed to a collision in transport.

PHMSA Denies Appeals to New Class 3 Rail Rules
In the November 18, 2015, Federal Register, the Pipeline and Hazardous Materials Safety Administration (PHMSA) officially responded to appeals from hazmat, chemical, and railroad industry groups regarding the May 2015 Final Rule to enhance tank car standards and operational controls for trains carrying Class 3 flammable liquids.
