OSHA Delays Enforcement of PSM Standards for “Retail” Employers
In a new Interim Enforcement Policy dated December 23, 2015, OSHA extended the deadline for newly covered “retail” facilities to address elements under OSHA’s Process Safety Management (PSM) Standard. The new deadline for these retail facilities is September 30, 2016.

California DTSC Rescinds Universal Waste Guidance
The California Department of Toxic Substance Control (DTSC) has officially rescinded hazardous waste guidance which had required facilities to count Universal Waste toward monthly generator status. The move follows new legislation in the California Health & Safety Code (HSC) which allows generators to exclude Universal Waste when calculating the volume of waste generated in a given month.

Getting It Right: GHS Labels on Combination Packages
Now that OSHA’s adoption of the Globally Harmonized System for Classifying and Labeling Chemicals (GHS) is in full effect, facilities that ship hazardous chemicals in combination packages may be confused about the finer points of how new OSHA GHS hazard labels affect chemical shipments.

PHMSA Withdraws Flammable Liquids Wetlines Proposal
In the Federal Register today, the US DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) officially withdrew its proposed rulemaking to prohibit flammable liquids in external product piping on DOT specification cargo tank motor vehicles (CTMV) in transportation. When carrying product, the lines or hoses used to load or unload a CTMV are called “wetlines.” If not protected, wetlines may be exposed to a collision in transport.
