California’s Hazardous Materials Business Plan Changes in Effect as of January 1

Effective as of January 1, 2023, California amended its Hazardous Materials Business Plan (HMBP) program to more strictly limit the use of exemptions for "retail establishments" and "consumer products," among other changes.

The California legislature recently passed a bill to authorize the use of consolidated manifests for transporters who pick up certain hazardous wastes from retailers who do business in the Golden State.
