Are You Ready for This Year’s Annual Registration Deadline for Hazmat Shipments?

Each year shippers and carriers of certain quantities and types of hazardous materials must comply with the registration requirements at 49 CFR 107, Subpart G. Registration, including a registration fee, is required for any person that offers or transports:
 
  • A highway route-controlled quantity of a Class 7 (radioactive) material,
  • More than 25 kg (55 pounds) of a Division 1.1, 1.2, or 1.3 (explosive) material,
  • More than one L (1.06 quarts) per package of a material extremely toxic by inhalation,
  • A shipment of a hazardous material in a bulk package with a capacity ≥ 3,500 gallons,
  • A shipment of hazardous materials that are subject to the placarding requirements at 49 CFR 172, Subpart F. [49 CFR 107.601]
The fee provides funds for grants distributed to states and Indian tribes for hazardous materials emergency response planning and training. 
 
Registration Deadline
Any shipper or carrier meeting the criteria at 49 CFR 107.601, must submit their registration no later than June 30 of each year for which they qualify. This registration must include a complete registration form (DOT Form F 5800.2) and accompanying fee [49 CFR 107.608]. The DOT now allows the submission of a registration form and fee electronically at https://hazmatonline.phmsa.dot.gov/services/haz_reg_1.aspx.
 
Fee
Since the registration fees are used to fund training and emergency response grants, they must revise the fee structure to assure that the registration program brings in only what is necessary for the grant program. The DOT published a final rule on March 30, 2010 revising the fee structure for the 2010 and subsequent registration years. Currently, registrants must pay a registration fee as follows:
 
Small business (as defined at 13 CFR 121)—$250
Non-profit organizations—$250
All other shippers and carriers—$2,575. [49 CFR 107.612(a)]
 
In addition to the standard fee, each registrant must also submit a $25 processing fee [49 CFR 107.612(a)(4)].
