Hazmat News: PHMSA Special Permit Actions and More

On September 17, 2019, PHMSA announced its latest actions on hazmat special permits granted, denied, or withdrawn. In addition, PHMSA posted notice of applications for special permit modifications and applications for new special permits to the Federal Register.

Upcoming Hazardous Materials R&D Forum

US DOT PHMSA’s Office of Hazardous Materials Safety (OHMS) will host a public research and development roundtable in Washington, D.C. on October 24.

OHMS provided a list of areas of particular interest for the upcoming meeting, which includes:
  • Development of new standards for bulk and non-bulk packaging;
  • Improvements to materials and design for hazardous materials packaging;
  • Self-classification of hazardous materials and/or articles;
  • Improvements to the North American Emergency Response Guidebook (ERG);
  • Charge storage device transportation safety; and
  • Innovative technologies to improve hazmat transportation safety.
More details about the October R&D forum can be found here. At the meeting, OHMS plans to provide an overview of its R&D program, its processes, and its next Broad Agency Announcement (BAA).

Updated National Hazmat Route Registry

On September 24, 2019 the Federal Motor Carrier Safety Administration (FMCSA) published a notice of revisions to the National Hazardous Materials Route Registry (NHMRR).

The Route Registry is a listing of all restricted roadways and preferred highway routes for hazardous materials transportation in the US. The full Route Registry is available on FMCSA’s website, here.
