How and Why Does PHMSA Create New Hazmat Rules?
Each Federal agency’s process for creating new regulations is slightly different. This week, we turn the spotlight on the Pipeline and Hazardous Materials Safety Administration (PHMSA), a sub-unit of the Department of Transportation (DOT). PHMSA’s hazmat rules are found in Title 49 of the Code of Federal Regulations (49 CFR), Parts 171–181, et. al.

PHMSA Pre-empts FDNY Hazmat Permit Fee
In the Federal Register yesterday, the US DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) announced that the Federal Hazardous Materials Regulations (HMR) in some cases pre-empt hazmat inspection and permit rules created by the New York City Fire Department.

Finally Final: PHMSA Publishes HM 215N Hazmat Harmonization Rule
To harmonize the US hazmat shipping rules with international standards, US DOT’s Pipeline and Hazardous Materials Safety Administration (PHMSA) officially published its highly anticipated hazmat rulemaking HM 215N to the Federal Register today.

Waiting for 215N: Which Hazmat Label Specs To Use?
In a January 2013 Final Rule, DOT allowed for a two-year transition period to allow shippers to deplete their stock of “old” labels and pre-printed packagings. Now, as of January 1, 2017, shippers are required to mark and label packages in line with new size requirements.
