In a report of significant hazmat rulemakings currently in the works, the US DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) lists a rule that would make major changes to the 49 CFR hazmat rules for lithium battery air shippers.

IATA Clarifies DGR Training Rules for Lithium Battery Shippers
The 2017 edition of the International Air Transport Association’s Dangerous Goods Regulations (IATA DGR) includes major changes for lithium battery shippers. Among them is a clarification of what constitutes "adequate instruction" for employees involved in shipping Section II lithium batteries.

PHMSA Issues Emergency Prohibition Order Against Lithium Battery Manufacturer
After identifying multiple violations of hazardous materials law and regulations by a lithium battery manufacturer, the US DOT Federal Aviation Administration (FAA) issued an emergency prohibition order to halt the company from shipping non-compliant batteries.

PHMSA Releases Safety Advisory for Defective or Damaged Lithium Batteries
The US DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) today posted a safety advisory to the Federal Register to inform the public of the hazards posed by defective, damaged, or recalled lithium batteries and devices containing these batteries.

Defective Lithium Batteries Lead to Worldwide Smartphone Recall for Samsung
Early this month, Samsung issued a worldwide recall for all of its Galaxy Note 7 smartphones sold to date. Dozens of customers have now reported incidents of the new smartphone bursting into flames, leading to concerns about the lithium batteries used in the devices.

New DOT Lithium Battery Rules Near Final Stage
A new lithium battery rulemaking from the US DOT’s Pipeline and Hazardous Materials Safety Administration (PHMSA) is nearing completion. The new rule, which will affect shipments of lithium batteries offered as standalone articles (e.g., not in or with equipment), has been received by the Office of Management and Budget for approval.

IATA Calls for Crackdown on Problem Lithium Battery Shippers
On August 15, 2016, the International Air Transport Association (IATA) announced it had issued a letter to trade, industry, and transportation authorities around the world to call for stricter enforcement of lithium battery shipping regulations.
