Description

This course is designed to meet the annual 8-hour HAZWOPER refresher training requirement for employees, supervisors, and managers who work at uncontrolled hazardous waste sites. Professionals who must complete refresher HAZWOPER training include those who work at Federal Superfund sites, those involved with cleanup operations at sites covered by the Resource Conservation and Recovery Act (RCRA), and those who perform voluntary cleanup activities at hazardous waste sites. [29 CFR 1910.120(a)(1)(i-iii)]

When you complete this online course or workshop, you will be prepared to safely perform hazardous waste cleanup duties and maintain compliance with OSHA’s HAZWOPER Standard. What Is HAZWOPER?


HAZWOPER is an OSHA safety standard. The word HAZWOPER is an acronym that stands for Hazardous Waste Operations and Emergency Response. The HAZWOPER Standard, found in OSHA's regulations at 29 CFR 1910.120, is intended to protect employees who work at hazardous waste cleanup sites.
 

What's the Difference Between HAZWOPER and RCRA Training?


This is a common point of confusion for hazardous waste generators. US EPA requires all "hazardous waste personnel" to complete annual training in the RCRA rules for managing hazardous waste on site. [40 CFR 262.34(a) and 265.16]

While some employees may be responsible for responding to a release of hazardous substance at your facility, HAZWOPER training goes far beyond what typical hazardous waste personnel need to know. Who Needs HAZWOPER Training?


OSHA HAZWOPER training is required for personnel who work at "uncontrolled hazardous waste sites." This includes managers, supervisors, and any employees who may be exposed to hazardous substances' health hazards or safety hazards during cleanup activities-including those with non-cleanup duties, like utility workers.

Common job responsibilities that require HAZWOPER training include assessing the site, operating equipment on site, excavating drums and other containers, monitoring hazardous substances, taking environmental samples, handling drums of hazardous waste, supervising personnel, and more.

OSHA's HAZWOPER Standard also requires training for personnel who:
  • Are responsible for emergency response at typical hazardous waste generator facilities, or
  • Work at Treatment, Storage, and Disposal Facilities (TSDFs).

What Is an "Uncontrolled Hazardous Waste Site" Under OSHA HAZWOPER Rules?


OSHA's HAZWOPER Standard at 29 CFR 1910.120(a)(1)(i)-(a)(1)(iii) covers cleanup operations ordered by Federal, State, local, or other government bodies that involve hazardous substances at the following types of sites:
  • Sites on EPA's National Priority Site List (NPL), aka Superfund Sites
  • Sites recommended for the EPA's NPL
  • Hazardous waste sites on State priority lists
  • Initial investigations of government-identified sites conducted before the presence of hazardous substances has been ascertained
  • Corrective actions involving cleanup at sites covered by the Resource Conservation and Recovery Act (RCRA)
  • Voluntary cleanup operations at sites otherwise recognized by Federal, State, local, or other government bodies as "uncontrolled hazardous waste sites"

OSHA's HAZWOPER Standard at 29 CFR 1910.120 includes requirements for many aspects of work at an uncontrolled hazardous waste site, including:
  • Specific rules for organization structure and chain-of-command for supervisors and employees
  • A comprehensive workplan for the anticipated cleanup activities
  • A site-specific safety and health plan (including employee HAZWOPER training)
  • Medical surveillance requirements and decontamination procedures
  • Characterizing and analyzing the hazardous waste site, including risk ID
  • Controlling employee exposure to hazardous substances
  • HAZWOPER training requirements (for initial and refresher training)
  • Rules for selecting, testing, providing, fitting, and using personal protective equipment (PPE)
  • Monitoring the hazardous substances present to protect workers (before and during operations)
  • Standards for handling drums and hazardous waste containers
  • Requirements for decontamination and disposal of contaminated clothing and equipment

Who Can Teach a HAZWOPER Course?


The HAZWOPER training requirements at 29 CFR 1910.120 state that to present HAZWOPER training, trainers "shall have satisfactorily completed a training course for teaching the subjects they are expected to teach or they shall have the academic credentials and instruction experience necessary to demonstrate a good command of the subject matter of the courses and competent instructional skills."
