2016 ERG Now Available

This week, the US DOT Pipeline and Hazardous Materials Safety Administration announced the release of the 2016 Emergency Response Guidebook (ERG). Designed to help ensure the safe transport of hazardous materials, the ERG provides critical information for hazmat transporters and first responders to use in the event of an incident or emergency in transit.

A new version of the ERG is published once every four years. The 2016 ERG is available in English and Spanish on PHMSA’s website. A mobile application version is also available.

Among the major changes made for the 2016 ERG are:
  • A Table of Contents
  • Guidance on the Globally Harmonized System for classifying and labeling chemicals (adopted by OSHA in 2012)
  • New form for users to add local emergency response numbers
  • Text instructions for using the guidebook have been replaced with a flow chart
  • Expanded sections, including shipping papers, tables of markings, labels and placards
  • Updates to the initial on-scene response guide for hazmat transport incidents
  • More detailed information on rail car and road trailer identification
  • Revisions/additions to Emergency Response Telephone Numbers

One additional change for the 2016 ERG is new guidance on the cover that reads: “A guidebook intended for use by first responder during the initial phase of a transportation incident involving dangerous goods/hazardous materials.” This was added in response to PHMSA’s discovery that some facilities may have used the ERG as their on-site emergency response text. The ERG is intended for use in transportation only, and not for “static” facilities.
