8 hours of OSHA HAZWOPER refresher training is required under two different sections of OSHA's HAZWOPER Standard at 29 CFR 1910.120.
Under section (e)--for emergency responders, i.e., personnel who respond to emergency releases of hazardous substances--OSHA requires annual refresher training for Hazardous Materials Technicians (i.e. "hazmat techs")
