Important Changes to Hazmat Registration for 2026–2027
US DOT PHMSA announced updates to the upcoming hazmat registration period for 2026–2027. These changes, according to the Agency, are "part of a broader effort to ensure accurate data, secure transactions, and a safer hazardous materials transportation system nationwide."
The registration brochure for the current registration period is available on PHMSA's website. The Agency says the brochure for 2026–2027 will be available on the same page at a later date.
Changes to Hazmat Registration for 2026–2027
PHMSA is moving towards an online only registration and payment system. In the future, all registrations and payments will be submitted electronically through the Department's new Motus system.
Changes to PHMSA’s Hazardous Materials Registration Program include:
- New integration with the Federal Motor Carrier Safety Administration’s Motus platform.
- Allowing businesses to provide additional information during registration.
- Only accepting electronic payment methods.
- No more partial refunds for registrations.
- Business and physical addresses must be validated as part of the process.
- Requirement of Identity Verification.
- Automatic updates to registration statuses ensure real-time information.
Strengthening Security and Protecting the System
PHMSA has partnered with IDEMIA to implement identity document capture and verification services.
All new registrants will be required to complete an identity proofing and verification process through the Unified Registration System (URS) to obtain a registration. This added layer of security intends to ensure the integrity of the program and protects both registrants and the broader transportation network.
