CA Haz Waste Facility May Lose Permit for Noncompliance

A Rancho Cordova hazardous waste facility may lose its operating permit and be forced to close its hazardous waste operations for failure to properly manage waste on site. California’s Department of Toxic Substances Control (DTSC) claims that the facility, which paid $1.4 million in penalties in October 2018 following a series of fires, has failed to properly manage its hazardous waste since the settlement.

DTSC is considering denying the facility’s permit renewal application and has requested public comment on the tentative decision.

According to DTSC, in April 2019, the company failed to demonstrate that its employees had been properly trained to manage hazardous waste. Federal and California State regulations require annual training for hazardous waste personnel (40 CFR 262.17 and 22 CCR 66262.34).

In addition to training violations, DTSC observed unsafe container stacking activities during a site visit in May 2019. DTSC also alleges that the facility accepted reactive hazardous waste on a number of occasions, in violation of the 2018 settlement.    

California DTSC will hold a public meeting regarding the proposed permit denial on September 13, 2019 at the Rancho Cordova Library from 6—8 PM (More details).
