ATA Opposes Proposed Rules for Loading/Unloading Hazmat Cargo Tanks

On June 9, the American Trucking Association (ATA) filed comments with the Pipeline and Hazardous Materials Safety Administration, criticizing its proposal to require “each person” that loads and unloads hazardous materials in cargo tanks to conduct risk assessments and develop site–specific operating procedures.
