IATA Addendum I 55th Edition

On December 23, 2013, the International Air Transport Association (IATA) posted the first Addendum to the 55th edition of its Dangerous Goods Regulations (DGR).  Compliance with the 55th edition DGR is mandatory as of January 1, 2014.  Below is a summary of some of the revision made in this Addendum, the full text of which is available on IATA’s website.
  
 
Updated US State Variations (Section 2.8.2)
 
The United States made a number of changes to its State variations, including the addition of a new exclusion for shippers of certain auto parts.
 
Under USG-05, the standards for shipping explosive articles were revised.  Specifically, Air Bag Inflators, Air Bag Modules, and Seat-belt Pretensioners described at 49 CFR 173.166(c)(2) no longer require prior approval or an EX-number. 
 
USG-16 was also revised to reflect the change noted above.
 
USG-13 adds exceptions to the limitations described in this instruction.  Specifically, UN 0012, UN0014, and UN0055 also meeting the requirements of 173.63(b) are no longer subject to the limit of 25 kg net weight (75 kg for non-flammable gasses) nor the loading restrictions found in Table USG-13-A.
 
Lastly, the exclusion for Division 6.1 (toxic) material has been clarified.  Division 6.1 materials are exempt from the limitations in Table USG-13-A unless the substance is also labeled for any hazard class or division except FLAMMABLE LIQUID.
 
US shippers are encouraged to read the full text of the Addendum to ensure all shipments are up to date with the latest requirements.  State variations for Australia (AUG) and Japan (JPG) were also modified.   
  
 
Updated Operator Variations (Section 2.8.4)
 
A number of operator variations were modified in this addendum.  Shippers who use the following carriers should check the Addendum for updated operator variations—especially those who ship lithium ion or metal batteries, the standards for which have changed under many of these variations:  
 
  • Federal Express (FX)
  • Air France (AF)
  • British Airways (BA)
  • Cathay Pacific (CX)
  • Emirates (EK)
  • IBERIA, Airline of Spain (IB)
  • Japan Airlines (JL)
  • Atlasjet Airlines (KK)
  • Air Hong Kong (LD)
  • Austrian Airlines (OS)
  • Croatia Airlines (OU)
  • Singapore Airlines (SQ)
  • Tyrolean Airways (VO)
  • Air Tahiti (VT)
 
Updated Lithium Battery Rules (Section 3)
 
Lithium battery shippers should be aware of changing rules for these shipments, including revised requirements under Section 3.9.2.6 (Lithium Batteries) and updated packing instructions. This Addendum also revises many State and Operator variations to reflect growing awareness of the hazards lithium ion and metal batteries pose when shipped by air.  
 
 
Updated Packing Instructions (Section 5) 
 
Shippers who use the following IATA packing instructions should check the Addendum to ensure their shipments are up to date with the latest rules: Packing Instructions 101, 562, 953, 965, and 968.
 
 
Updated Marking and Placarding Requirements (Section 7) 
 
These changes include amended placard figures for Oxidizing Substances (Division 5.1) and Organic Peroxides (Division 5.2).  Shippers who deal with these substances should take a look at the new marking criteria listed.
 
 
Other Changes
 
Additional revisions include changes to the general requirements for radioactive materials under Section 10, updates to Table 4.2, and more.  The full text of the Addendum is available here.
