NGP Facilities Added to TRI Reporting Rule

US EPA added natural gas processing facilities (i.e., natural gas liquid extraction facilities) as an industrial sector subject to EPCRA Toxic Release Inventory (TRI) reporting requirements.

The Final Rule is effective December 27, 2021. It will apply to the reporting year that starts January 1, 2022 (reports due July 1, 2023)

To implement the rule, EPA added SIC 1321 to the table of codes to which the rule applies in 40 CFR 372.23(a). EPA also added 211130—Natural Gas Extraction as a sub-sector code in paragraph (c), 

Commonly referred to as Toxic Release Inventory or TRI reporting, SARA 313 reporting, and/or “Form R” (the name of the original paper form), the Toxic Chemical Release Reporting Rule (40 CFR Part 372) It applies to facilities in specific industry sectors that manufacture, process, or handle chemicals in excess of regulatory thresholds.  

In EPA's words: 
Adding these facilities will meaningfully increase the information available to the public on releases and other waste management of listed chemicals from the NGP sector and further the purposes of EPCRA.

TRI reporting gives EPA (and the public) insight about how toxic chemicals enter the environment through the air, water, waste disposal/recycling, etc.
