PHMSA Proposes Expanded Oil Spill Response Plan Rules for Railroads
In the Federal Register on Friday, July 29, the US DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) proposed a rulemaking to expand the comprehensive oil spill response plans (OSRP) required for railroads that transport “High Hazard Flammable Trains” (HHFTs).7/26/2016
EPA Requests Comments on E-Manifests Fee Schedule
In the Federal Register today, US EPA posted a Final Rule to lay out its methodology for creating a user fee schedule for its electronic hazardous waste manifest (e-Manifest) tracking and recordkeeping system for hazardous waste shipments. The Final Rule also includes amendments to e-Manifest regulations initially published in February 2014.7/26/2016

USPS Updates Hazmat Packaging Rules in Publication 52
In a notice posted to the Federal Register today, the United States Postal Service announced the addition of a new Excepted Quantity Provision to the hazardous materials packaging provisions found in Publication 52. The updates bring the USPS rules up to date with changes PHMSA made to its Hazardous Materials Regulation (HMR) back in 2009.7/20/2016
Baltimore Steel Galvanizer to Pay $60K for Hazardous Waste Tank Violations
A steel galvanizer in Maryland will pay $60,000 to settle allegations it mismanaged a tank of hazardous waste at its Baltimore facility in violation of the Resource Conservation and Recovery Act (RCRA). According to US EPA, the facility’s violations centered on spent hydrochloric acid stored in a tank on site.7/19/2016
