Universal Waste Rules: Not So Universal
As is the case with most environmental requirements, the EPA encourages each US state to develop and run its own hazardous waste management program. Each authorized state may create unique hazardous waste regulations that are more stringent than the US EPA’s Resource Conservation and Recovery Act (RCRA) requirements, but may not have rules that are less stringent than RCRA’s. For a prime example of how Federal and State hazardous waste rules may differ, we can turn to California and the unique rules for managing universal waste that its Department of Toxic Substances Control (DTSC) has created...2/16/2016
The 4 Types of Hazardous Waste Shipments
Under the Resource Conservation and Recovery Act (RCRA), the Environmental Protection Agency (EPA) defines a “hazardous waste” as a solid waste that exhibits specific characteristics or is described on a list. [40 CFR 261.3] In addition to criteria for identifying hazardous wastes, the RCRA regulations prescribe hazardous waste management requirements for on-site storage, marking and manifesting for off-site shipping, and recordkeeping and reporting...1/26/2016
How States Adopt New RCRA Hazardous Waste Rules
Under the Resource Conservation and Recovery Act (RCRA), Congress and the US EPA encourage each state to implement and oversee its own hazardous waste program. With the exception of Alaska and Iowa, each US state (and several territories) maintains its own RCRA program that operates in lieu of the Federal rules...12/29/2015

Know Your Hazardous Waste Satellite Rules
While the word "satellite" isn't mentioned in the hazardous waste regulations at 40 CFR 262.34(c), this is the term commonly used to refer to the rules that allow generators to manage hazardous waste at or near the point where waste initially accumulates. The satellite rules, also known as the "point-of-generation" rules, occupy only a few paragraphs and are open to a wide array of interpretation by inspectors and nuanced differences when codified by State RCRA programs...10/27/2015
Control Your Chemical Inventory
One of the primary objectives of the US EPA's major hazardous waste program, the Resource Conservation and Recovery Act (RCRA), is to conserve valuable materials and energy sources by reducing, reusing, and recycling. The "three Rs" are not just a catch phrase; they're an official national policy in the United States enacted by Congress. In the US, whenever feasible, the waste generation is to be reduced or eliminated. [42 USC 6902(b)]...10/26/2015
