New RCRA Exclusions: Generator-Controlled Reclamation
When the EPA promulgated changes to its definition of solid waste on January 13, 2015, the Agency created several new exclusions for certain types of hazardous secondary material reclamation. This is the first in a series of articles, where we will examine each of these new exclusions. Today, we examine the exclusion for “generator-controlled” reclamation.

While much has been made of the President’s Executive Order to reduce regulatory burden on business by imposing a 1-in, 2-out regulatory scheme for Federal agencies, it’s also true that the US Congress can get busy repealing regulations at any time, using two major laws: the Congressional Review Act and the Administrative Procedures Act.

President Issues Executive Order to Slash Regulations
An Executive Order issued by the Office of the President on January 30, 2017 calls for a reduction in the number of Federal regulations impacting US businesses. Specifically, the executive order calls for two existing regulations to be repealed for each new regulation created.
