ICAO Posts Addendum I to the 2017-18 Technical Instructions for DG by Air

On April 7, 2017, the International Civil Aviation Organization released the first addendum to its 2017-18 Technical Instructions for the Safe Transport of Dangerous Goods by Air.

ICAO’s Technical Instructions, or TI for short, are international standards that serve as the basis for the International Air Transport Association Dangerous Goods Regulations (IATA DGR), the manual used by shippers worldwide to prepare hazardous materials/dangerous goods air shipments.

US DOT uses the ICAO TI as well—to make periodic “harmonization” updates to the 49 CFR Hazardous Material Regulations, or HMR. Most recently, DOT published a long-awaited harmonization rule, HM 215N, in which many of the changes made originated in the ICAO TI.

The updates in ICAO's Addendum I include:
  • Changes to some UN numbers and Proper Shipping Names in Part 3, Chapter 2 and 3
  • Editorial updates to the lithium battery packing instructions (965, 966, 967, 968, 969, and 970) 
  • Amendments and updates to certain State and operator variations (including new lithium battery restrictions)
