EPA Requests Comments on E-Manifests Fee Schedule

In the Federal Register today, US EPA posted a Final Rule to lay out its methodology for creating a user fee schedule for its electronic hazardous waste manifest (e-Manifest) tracking and recordkeeping system for hazardous waste shipments. The Final Rule also includes amendments to e-Manifest regulations initially published in February 2014.

To give hazardous waste generators, waste transporters, and other affected parties the chance to read the proposed e-Manifest rule and submit comments, EPA has set up a portal dedicated to the e-Manifest rule here:  https://epa-notice.usa.gov.  

In addition to laying out the method for charging fees to use the e-Manifest system, this rulemaking also makes certain amendments to EPA’s hazardous waste manifest regulations, including updates for those who plan to use both paper and electronic formats and generators/TSDFs that wish to convert paper manifests to electronic format to avoid paying for hard-copy processing.

Ongoing e-Manifest Updates

Today’s rulemaking is the latest news in the ongoing effort to implement an electronic hazardous waste manifest system. In March, EPA selected an e-Manifest Board of Experts to advise the administration on user fees.

In September 2015, EPA reported on its progress toward the creating of e-Manifest hazardous waste tracking system.
