New: Hazmat Security Plans for LNG by Rail
US DOT PHMSA is seeking renewal, with revisions, of an information collection request (ICR) related to Hazardous Materials Security Plans. The information request will undergo changes to account for PHMSA’s Final Rule to allow liquefied natural gas (LNG) in rail transport.
When PHMSA earlier this year authorized rail transport of UN 1972, “methane, refrigerated liquid” (i.e., LNG), they also required rail carriers who transport tank cars quantities of the material to comply with additional safety and security planning requirements.
The current PHMSA information collection request that covers safety and security planning is “Hazardous Materials Security Plans,” OMB Control No. 2137-0612. The changes PHMSA made here will impact rail carriers that transport tank car quantities of UN 1972.
The change will result in just 8 additional responses per year, 680 additional hours, and $41,364 in additional salary costs for rail carriers subject to the new safety and security planning requirements, PHMSA estimates.

Who Needs a Hazmat Security Plan?
Since 2003, PHMSA has required a Hazardous Materials Security Plan for shippers and transporters of hazardous materials. Today, a security plan is required for shippers and carriers that offer or transport:- Any quantity of certain high-level hazardous materials; or
- Bulk quantities of certain hazardous materials in a single package (e.g., a cargo tank); or
- Placarded loads of certain hazardous materials.
