PHMSA, FAA Gear Up for UN Hazmat Meetings

DOT-HQ-FULL.jpgTo prepare for the International Civil Aviation Organization (ICAO) dangerous goods panel meeting to be held in Montreal in mid-October, the US DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) and the Federal Aviation Administration (FAA) announced a public meeting to discuss hazmat shipping issues.

The meeting will be held on Thursday, October 12 at FAA headquarters in Washington, D.C. More information is available in the Friday, September 29, Federal Register announcement.  


What Is ICAO?

Created in 1949, ICAO is a specialized agency of the United Nations charged with establishing standards and practices to ensure safety, security, and efficiency aboard commercial and passenger aircraft. 

ICAO publishes the Technical Instructions for the Safe Transport of Dangerous Goods by Air, or TI for short. The TI contains provisions and requirements for shipping hazardous materials/dangerous goods by air. US DOT authorizes use for the ICAO TI for international dangerous goods air shipments and for the ground portion of the trip to or from the airport when certain conditions are met.

ICAO recently published Addendum II to its 2017–18 Technical Instructions, which included some revised requirements for lithium batteries carried in checked luggage.


What Happens at the Meetings?

The Dangerous Goods Panel will meet for the 26th time in Montreal this month, from October 16–27. An agenda for the ICAO DG Panel meeting is available here and covers hazmat air shipping concerns such as:
  • Developing proposals and recommendations for the safe transport of dangerous goods by air
  • Recommending updates for various ICAO hazmat-related guidance publications
  • Discussing strategies to mitigate the risks posed by lithium batteries in air transport
