EPA Amends Clean Air Act MATS Electronic Reporting Requirements
In a Final Rule posted to the Federal Register on April 6, 2017 and effective immediately, US EPA amended the electronic reporting requirements under its Mercury and Air Toxics Standards (MATS) program.4/4/2017
EPA to Delay, Reconsider Risk Management Plan Rules for Chemical Facilities
US EPA yesterday proposed to further delay the effective date of new release prevention requirements for chemical facilities under the Clean Air Act. EPA Administrator Scott Pruitt announced in a letter on March 13 that the Agency will grant a petition to reconsider this Final Rule.4/3/2017
5 More EPA Rules Delayed Until May 22
In an executive order issued on January 20, the President of the US directed Federal agencies to delay the effective date of new regulations for sixty days. Sixty days later, US EPA has elected to further delay the implementation date for certain new rules.4/3/2017
DOT Raises Hazmat Civil Penalties for Rail Shippers
The US DOT Federal Rail Administration (FRA) this week raised its civil penalties for violations of the Hazardous Materials Regulations (HMR) for rail shipments to adjust for inflation. In addition to raising the hazmat civil penalties, this Final Rule also raises penalties for non-hazmat related rail safety violations.3/30/2017
Finally Final: PHMSA Publishes HM 215N Hazmat Harmonization Rule
To harmonize the US hazmat shipping rules with international standards, US DOT’s Pipeline and Hazardous Materials Safety Administration (PHMSA) officially published its highly anticipated hazmat rulemaking HM 215N to the Federal Register today.3/27/2017
